I was here looking for an answer for why I could not add Static Guides to my presentation. I messed around with it after reading some suggestions posted here.

I discovered that if you drag the guide while the mouse is within the slide itself it would work, but it wouldn't if the mouse was in the area AROUND the slide. Very confusing. Hope this info helps!

Actually, the biggest issue (?) with the static guides
that I've found is that if there's already an object
placed on the slide underneath the static guide,
when you try to click on the static guide to move it,
you'll select the object, not the guide.

I had success in moving the static guides by clicking
and dragging them in the area outside of the slide.
However, what I was unable to do was duplicate the
guides by using Option+click and drag a guide outside
of the slide area... at least, not all the time.
Sometimes it works, sometimes it doesn't.
