Creating Custom Stationery with ClipArt

I found a really great picture in the ClipArt folder that I'd like to use in
a customized stationery template. I have MS Office 2003 with Windows XP. I
thought I could create a Word document, set the background color and insert
the picture to show only on the lefthand side of the stationery as a border.
For this to happen, I copied the picture a couple of times and inserted it
directly under the first picture. I have a couple of problems with this:
First, when I print out e-mails that may have several replies, I will get a
blank 2nd or 3rd page with the rest of the border. I was wondering if there
was a way to select a picture, set it as a border only on the left hand side,
but not have the entire border print if there is no text that needs to print.
Second, If I choose this picture as a background, I get multiple copies of it
all over the page. Isn't there a way I could set it the only repeat
vertically along the left side of the paper? I've tried doing this so many
different ways, I've lost track. I've set up the template the way I want it
with all the formatting I want and saved it as a Word Template, an HTML
document, a Word document. I've also saved it in the Stationery folder so I
could choose it while in Outlook. It shows up fine as my stationery, but like
I said, the border I've created with the ClipArt image will be printed in its
entirely, even if there's only a half page of text that doesn't cover two
pages. I'm getting very frustrated with this. I should think there would be a
way to create a simple border that will only show up on as many pages as
there is text. Am I not saving it right? Do I need to do something special
with the image first before pasting it into a template to save as an HTML
document? Is there a way I could save the template as a background? I really
don't need the image to print out, and when I use the installed backgrounds,
they don't print out--only the text. Can someone please help me out with this?
