Creating forms in Outlook

Is there a website to teach how to create forms in outlook or modify
existing forms. I think it will utilize VBA is this correct.

VBA is not used at all. The programming language for Outlook custom forms is VBScript. See http://www.outlookcode.com/d/forms.htm for tutorials and other references.
