Creating Forms With a "fixed size" for the cell

I am trying to create a form with fixed cell sizes and have figured
out how to set the colum width so it does not change when the form is
being used however the cell hight continues to adjust as the text is
typed in the form.

Is there a way to create a fixed size for the row as well as the
column?
