Creating GAL-Based DL's From Outlook 2003?

Can you create a DL in the GAL from Outlook 2003 or only in your Contacts?
When creating a new one, I see an option for creating it in the GAL, but I
get an error that the user doesnt have permissions. I have delegated create
and manage groups to the user's OU. Do I have to delegate this at the domain
level? I want the DL to be in an OU under the OU I delegated the rights to.

No. Outlook has no ability to create any kind of items in the GAL.

So that's just a big red herring when it let's you select "global address
list"?

Sure, you can call it that if you want to. But it also says very clearly on my Outlook 2003 installation, "You cannot create entries for this Address Book."

In a manner of speaking. Since you can't see the GAL from any view I know
other than the Address Book, I'm assuming that's where you're seeing it.
The Address Book shows any address source enabled as an address book, so it
shows the GAL. And, since it appears to be able to manipulate the address
books it presents via menu items, you might think you can add items to the
GAL. However, two things are in play: the first is that the GAL is an
Active Directory construct and can't be manipulated that way. The Address
Book isn't smart enough to know that. The second is that one should never
manipulate anything from the Address Book interface. Add Contact items,
like DLs, in the Contacts folder where you want them stored.
