creating macro in template

This is confusing me.
I have added numerous macros to templates using company template.
No problem creating macros.

Now I thought I'd create my own template. When I want to create macro I get
the message "Cannot create macro" or "Project is unviewable"

What am I missing in creating a template?

The template where you want to store the macro must be either opened like a
document (from the File > Open dialog) or attached to the current document
(by using File > New and selecting the template as the base for the new
document, or by using the Tools > Templates and Add-Ins dialog to attach the
template to an existing document).

If the template is a global template stored in the Startup folder, its
project in the VBA editor will be unviewable, and you won't be able to
select that template as the destination for macro recording.

I opened Word, saved as test1.dot in my c: drive. When I "Open" test1.dot and
unprotect form and try to create macro I get this message.
Like I said, if I use a company letterhead template I can do this with no
problem but,......
