Creating new border art

I want to create a border of my own design rather than using the art that
came with Word 2002. I have the images I want to use in JPG format. How
do
use this, what tools will I need and finally where the heck to I have to put
it in order for it to be on the Word Borders drop down menu under border
art? I think they are BDR files.
