Creating New Tool Bar in Office XP

Does anyone know how to create a new tool bar in Office XP so that I can add
buttons assocaited with peforming tasks such as creating an Adobe PDF
document?

Right click, customize, toolbar tab, new.

I've done that but, where is the option for associating that button with
another application function?
