Creating Reports in Project Server

I am running both Project Server and WSS with success. Everything is working
correctly except for the "Create Report" function within both the Risks and
Issues areas. I can create Risks and Issues with no problem, and the criteria
selector under the Actions/View Reports shows the correct data--so the data
is fine. However, when I click the "Create Report" button, the IE status bar
fills quickly, but nothing else happens. Site is set in IE to both allow
pop-ups and as a Trusted Site. Is there some central report repository that
holds these reports, or is it supposed to be displayed on the fly? Thanks in
