Creating ruled lines in questionairre

I would like to create a questionairre (preferably in Publisher) with
graphics, questions and ruled lines following the questions for writing in
answers. When I use the "underline" to create the lines, the lines are not
equal length. Is there a way to create the ruled lines with justified
margins?
