Creating Rules in Outlook 2003

I want to create a rule that would:
-one i recieved an email from someone, i want it to be forwarded to a
someone. Then I would want a template to be sent out to those that I
have forwarded that email. In a sense there would 2 email messages that
would be recieved by the person that I have forwarded the email that I
have recieved.

IT WOULD BE LIKE THIS:

So the incoming email would look like this:

To: SOEHELP
Subject: ABC
Body: Body of incoming email.
----------------------------------------------------------

The outgoing email (created by the rule) would look like this (two
parts):
----------------------------------------------------------
To: Person1, Person2, etc
Subject: Urgent!
Body: Please take the following actions.
