Creating rules locally(Office 2003)

How can the rules be set locally and not on the exchange server? This way I
can have as much rules as I want and not have to worry about the storage
space.

If you are using Exchange as your mail server, the rules will be in the
Exchange mailbox. I don't think you have control over where they reside.
