creating stationary backgrounds as in org charts

I have tried everything to create or paste a background or stencil
that is anchored to the drawing area, like the backgrounds available
in organizational charts. I have failed. Does someone have the stepts
needed to save an image as a background, and then to make it
stationary (immune to the cursor movements)?
