Creating Tabs for File Folders

I have a project at work, where I need to print labels for the file folders.
They are the type of folders where you fill out the tabs and insert them into
plastic holders that attach to the top of the folder. I have found templates
for sheets of these type of inserts, but the inserts that came with the
folders have only one column five rows long of tabs. I am not sure how to
format the page so I can print to these. Any suggestions?

Look up the number of the labels you purchased.

This is not an answer to the problem. If you purchase a box of hanging file folders there IS no number on the inserts. Furthermore, it worked in previous version of MS Word. Why take that away? I realize that many people are getting away from paper filing but I work in an industry where that is not an option. If MICROSOFT (not the people who make the labels) can't come up with a solution, maybe we need to explore other software options.
