Creating through-project activities on Project 2000

Can anyone advise me on the following:

I need to put in a 'management' activity that runs for the whole
duration of a project. I can link it start-start with the 1st activity
and finish-finish with the last activity but I cannot see how to make
the activity duration shorten and lengthen automatically as the
project changes and the time between the 1st and last activity alters.
I want to assign a resource as fixed units to this activity so that,
as the project gets longer the resource is assigned for longer and
thus work for that resource increases.

Currently i have to keep altering the duration of the activity
manually.

Any advice / suggestions gratefully received
