creating your own stationary from your designs

I am an artist and would like to make my own custom stationary with my
designs from jpgs or other graphics for headers. I have searched the
stationary options and this site but can't find any way to do this. Is
there a way to do this and then make it a choice in my Outlook Express 2006
and Word 2003 programs under stationary?
