Creation of a user tracking database for novice

I have been tasked with coming up with creating a database that we can track
user that have access to our proprietary system. We currently have about
5000 user but we do not know much more than that. We need to have a database
that we can track when they received access, if they have had training, email
address, location, phone, title, computer name and also a couple of other
fields. We have started to keep these users in excel and it is already
growing out of control. Is there a database that is already pre built for a
similar since I know little about access except for the basics? I do not
know where to start from scratch
