cross administrative group move windows 98

We recently installed exchange 2003 in our organisation. We are now running
in mixed mode with exchange 5.5.
We are not able to do a cross administrative group move for mailbox of all
windows 98 users. (from exchange 5.5 to exchange 2003).
Any idea?
