The EPM Configuration in my department is done as follows:

When a project manager creates a new project and if he/she needs a resource
from a different department then the resource manager does the build team
feature.

Now the scenario is as follows, when a project manager tells a resource
manager that he needs a resource for 10 hours, then the resource manager
should lock that particular resource for 10 hours. That means that the
project manager should not use the resource for more then ten hours on a
project.

Is this possible in Ms Project server.

This is unfornately not possible in Project Server

A resource manager can add the resource to the team & remove them from the
team

There is no quota capability
