Cross Functional Flow Chart settings

I am useing Visio 2007, it was working fine until recently some basic
funtions are not working for me i think it may have to do with the settings

When i start a new document and select Cross functional Flowchart, I do not
get the Pop-up propting me to choose how many functional bands and whether i
want a title bar.

when i try to manually do it, drag and drop of functional bands, they do not
snap into place and adjust to size of page like they should, also the title
bar does not automatically pop up

this was working before did i somehow change my settings?

I tried uninstalling Visio and re-installing and it did not solve the problem

menu Tools -> Trust Center
Addins and ensure that application add-ons aren't disabled.

and menu Tools -> Options
Advanced
and ensure Enable Automation Events is enabled
