cross-ref hyperlinks don't convert when saving as web page

I have a Word doc with cross-references (i.e. "see Section
2.1", where the 2.1 is a hyperlink that jumps you to
section 2.1) but when I save the document as a Web Page
these cross-refs don't work in the web doc.
Interestingly, the bookmark hyperlinks do convert over to
the web doc.

How can I make my cross-refs work in the web doc?
