Cross reference in a legal document

I have created many cross references using "Numbered Item" in a lengthy legal
document. It's working fine. However, if I need to insert a paragraph
between two of the referenced items and I update the cross references, the
references are wrong. For instance, I have a cross reference at the
beginning of the document to jump to section 3 in my document. It works
fine. Then I am asked to insert a paragraph before paragraph 3. My cross
reference will not update to a paragraph #4. It stays with the "new"
paragraph 3. Is there a way to get the numbered item to work correctly? I
did try bookmarks. Even with those, in order to get them to work, I cannot
include the first letter of the paragraph because the bookmark will move to
the new paragraph. Thanks for any help!

When adding a new paragraph before a bookmarked paragraph, make sure not to
press Enter at the beginning of the paragraph, since that will expand the
bookmark. Instead, press Enter at the end of the previous paragraph.

For example:

This is a paragraph which is not bookmarked. <--Press Enter here

This is a bookmarked paragraph.
