Cross-reference inconsistency

I am using using Word 2000 to update a large number of
documents and trying to automate cross-references.
The Insert Xref dialog has three options for numbering
paragraphs:
Paragraph number, Paragraph number (No Context) and
Paragraph number (Full Context).
The explanation in the help is fairly clear, but it's a
load of rubbish.
When you insert a new cross-reference to a numbered item
it's a lottery as to which one will give you the paragraph
number instead of 0.
Is there a way to cure this so that Word gives the right
value first time, every time???
