Cross-Reference Problem

I am creating a document with cross references to other document sections:
eg, Section 5.14

When I insert the cross reference: Insert / References / Cross reference,
and select the parapgraph that I want to refer to, I get either Section 0 or
Section db, when I should get Section 5.14? This happens on all references.

I've tried using headers, full context, headers only, paragraph,
etc...nothing is working.

The document is styled properly. And we do use Payne Numbering.

Any suggestions?

Please help! I've been seeking an answer for 3 weeks and have come up empty
so far.

I have noticed this erratic problem as well. As soon as you see the dreaded
Section 0, immediately insert the same cross-reference (same settings), then
Section 5.14 should appears. Then delete the 0 cross-reference field.
