Cross reference to numbered list continues the number

I have a block of text which contains numbered paragraphs that are
numbered using numbered list (not outline numberred). The block of
numbered paragraphs have non numbered text before they start and after
they finish as shown below.

I have a bookmark around the entire block to which I have inserted a
cross reference later in the document.

My problem is that the numbered paras in cross reference continue
their numbering from the source number. This seems wrong to me (and
cdertainly not what I want).

How can I stop the numbering from continuing?
I have tried to restart numbering on the first numbered item in the
destination but this does not work when the text updates.

What you are describing is what happens in Word when you cross-reference
*text* containing numbered items.

What you can do is replace the auto numbering with numbers typed in (or with
SEQ fields), which can then be cross-referenced with a single bookmark, or
insert a separate cross-reference to each numbered item.
