Cross References for Appendix Strange Behavior

I have created numbered styles for appendices, using Word heading styles7, 8,
and 9.

When I insert a cross reference to just the paragraph number in the main
body of the document, what is inserted is 6.5A, or 6.5B. If I insert the text
of the paragraph, it is correct.

When I insert a cross reference in an appendix, it works properly, e.g., A,
not 6.5A. Of course, I want to use the cross references in the body of the
document, not in the appendices.

Can anyone explain what's going on? Is there a way to fix this problem?
