Cross references to numbered list not updated when reference #1

I have Cross-References to Numbered items (showing Paragrph number). The
lnumbered list goes from number 1 to number 8. Therefore, cross references
show number 1 to 8.
If I add a line in the numbered list between, let's say, #5 and #6, the
cross references number 6 becomes 7 and so on after the fields are updated,
perfect.
Now, If I add a line to the list before the number 1, so the number 1
becomes number 2 and the new line becomes the number 1, when I update the
fields, all cross ref are updated but the number 1 is not updated ? Logicaly
the corss ref number 1 should show 2. Is this a bug ?

Does it make sens ?

Not exactly a bug, but a common problem resulting from the way Word treats
bookmarks. You probably added "a line" (that is, a new numbered paragraph)
by pressing enter at the beginning of list item 1. This put your new #1
inside the bookmark that had been applied to the old #1 when you inserted
the cross-reference. To avoid this, instead of pressing Enter at the
beginning of #1, press Enter at the end of the preceding paragraph, then
apply the numbered style to the new paragraph.
