Cross Referencing Bibliography

Hello, I am writing a report and would like to cross reference items in the
bibliography as I discuss them in the text. But I would like to have them
update the order as I revise.

For example:

In the content I refer to a book [1]

Bibliography
[1] Book One

But if I were to put a paragraph above with a reference that used to be [2]
I would like it to update and be sequential in the text again.

Is that possible?

Insert a cross reference to the footnote number (formatted). The cross
references will update to match the original references.

Yes the bibliography is a numbered reference list. But I was hoping to have
the list updated as I change the text. So the reference list is created in
the order that I refer to items in the text.

Content with a reference to Book A [1] and then a reference to Book B [2].

[1] Book A
[2] Book B

Then after editing:

Content with a reference to Book B [1] and then a reference to Book A [2]

[1] Book B
[2] Book A

This will happen if you use Insert | Reference | Cross-reference, but the
cross-references don't update entirely automatically; they will update when
you Ctrl+A, F9 or print or Print Preview the document.
