I have a long csv list in Excel that I want to drop into an email in
a comcast TO email without having to type each one in individually.
Suggestions?

You can do this in many ways:

1) You could copy and paste the list in your message and if the message
is in HTML, it should be read OK by the recipient;

2) you could create a pdf of the list by using Bullzip
<http://www.bullzip.com/products/pdf/info.php>

3) You could create an XPS format file of the list. You do need to have
dot net framework 3.5 installed for this.

4) You could send the excel sheet to your clients as attachment and they
can download an excel viewer to read it or they can use their excel
spreadsheet to read it;

5) Copy and paste in Word and send the word document to them;

The method is endless and only you can decide what is best for your
clients;

Hope this helps.
