cursor continuously flickering

I have one system that if you enable "cached mode" the cursor continuously
flickers between the arrow and the hourglass. If I turn off "cached mode"
everything goes back to normal.

I have uninstalled outllook 2003 and reinstalled and I have just uninstalled
2003 and installed 2007 and I still have the problem.

Anyone seen this and have a solution.
