cursor keys

When I try to move around the excel spreadsheet using the cursor arrow
keys, the whole spreadsheet moves, but the highlighted cell stays
where it is.
I can only move around the spreadsheet with the return key and the
mouse.
How do I correct the problem?

press Shift-F14. You've triggered the SCROLL-LOCK (If you're using
XLv.X, the green "LED" to the left of SCRL in the status bar is
"lit").

You don't say what version or computer type you have, so if you
don't have that option available (i.e., you don't have an extended
keyboard), check out the alternatives at
