Cursor starts right at top of page

Can anyone please offer a solution to this problem. When I start Word (2003)
the blank document opens with the cursor right at the very top of the page.
If I open Headers and footers this shifts to a few rows down the page (which
is where I want it to start) but no amount of saving this set up to the
Normal.dot will get the blank sheet to open as I want it.
