Cusom toolbar not available

Hello ,

I have an installer ( .msi file ) which contain custom toolbar to be
installed into word 2003 , i installed this installer in a machine
which i log-in as administrator . During the installation there is two
option it asked

1. Just me

2. Every one

I selected the option "Every one"

The custom tool bar is visible when i open word 2003 , now i have
another user ( may or may not have adminstrative permission) in the
same machine and i loged-in , but when i open the word it is not
showing the cutom tool bar

I checked in the toolbar>>custom , there also it is not available
