Custom Address template not showing up in cached mode

We have a custom address template that we install on the Exchange
Server. When in Outlook 2003 and cached mode is turned off and we do a
New "In this message only" the Address Template shows up as a choice
and all is good. When we go to cached mode the Template disappears.
When we turn off the cached mode the template reapppears. It seems all
the Microsoft templates are always there.
What do I have to do to get this template to appear in cached mode.
I also have Service pack 1 of Office 2003. I noticed that on
Microsoft's web site that there were addresslists not showing up in
cached mode but SP1 was supposed to take care of that.
