Custom Border

I am trying to make a custom border in Publisher 2003 (running on Vista),
but whenever I choose a picture from Clip Art (no matter how simple) it says
that Publisher cannot open the file.
When this has happened before (on XP), repairing Publisher worked, but not
this time.
Any suggestions?

Just a workaround. Insert the clipart, re-size, copy/paste, rotate until you
have the border you want. You really need the very simplest clipart for
BorderArt to work. I don't think Vista is the issue. I can create custom borders
and I use Vista.

I have the same problem. I often used custom border art with XP and had no
problems but since upgrading to Vista it has failed each time. I have used
the simplest of clipart, stuff I've used previously but to no avail. I'm
using Office 2003 which I've also used before.
