I'd like to create a custom color using cmyk. Please tell me how!

You don't say what application, or which property, but the technique's
similar.

For example, in Word's Font color dropdown in the Formatting Palette,
choose "More colors". In the Colors dialog, choose "CMYK sliders" from
the dropdown (by default it says "Gray Scale Slider").

Set the CMYK values appropriately.

Ah, found it, thank you! Another related question please, how do I appoint the color with a name and location for easy access? Can I create several colors, a palette, for easy access?

Since Office uses the system color dialog, you can save it in a palette
just like you can from any other application.


In the system color dialog (which you used to set your CMYK color), once
you have set you color, click the "Color Palettes" icon, choose "New"
from the right-hand dropdown (with the gear icon) to create a new
palette, then click the '+' button to add the color to the palette.

Your palette will now be available in any application (that uses the
system color dialog).

In the system color dialog, after you add your custom color by the steps
suggested here, you can rename the color and also drag the color to the
tiles underneath (above Cancel and OK button).
