Custom Comment Position

I noticed that when you edit comment you can sellect its position and next
time you edit it its on same position, although when its show its alway's on
upper right part of cell, can you somehow use position you set while edited
it when displaying comment?

Whenever a cell is commented & the cell moves by adding / deleting rows, the
edit comment position changes.

Even when one formats the comment by selecting 'move with cell'

Any solution / setting please.
