In PWA are you trying to see the indicators in a Project Center view or a Project Detail view. If it's a Project Center view, Project Server is only displaying the summary level, so the indicators must be based on a Project level formula and indicator. Also, be sure and open each project you want the indicators displayed in, hit F9 to recalculate the project information and republish the project.
