Custom Form Problem when trying to display through network

Using Outlook 2003

We have a public folder set up, it holds contacts with custom forms. The
entire building has access to the folder and forms and so fourth. The
problem is every once in a while we recieve a message on various computers
that says something on the lines of: "The form can not be displayed, Outlook
will use the default form instead." -->why does this occur? how can it be
corrected? our goal is to have everyone using the folder and form with out a
problem...

Three people in the building have "Owner" rights to the folder...does this
make a difference?

Would appreciate all and any help! Thanks in advance!!!

We have a public folder set up, it holds contacts with custom forms.
Your forms need to be published to the Exchange Organization Forms
Library. Then your users will have access to them as trusted objects,
etc.
