How do I publish a form so that a recipient outside of my organization can
read the message?

Send them an .oft file with instructions on how to run it and publish it to their own Personal Forms library with the same message class (name) as you used to publish it on your end. Even then, it may not work; see http://www.outlookcode.com/d/sendform.htm
