Custom Groups

Hi guys.

We're using PWA 2007. I've been tasked with assigning several users to two
groups my supervisor would like to see. Here are the needs:

Group 1: View all projects in PWA. Edit/modify only their own projects
within and across multiple RBS.

Group 2: View all projects in PWA. Edit/modify any projects only within
their RBS.

I’ve tried to create these two unique groups with no success. I’m starting
to think it’s easier than it appears, I’m probably just looking at it wrong.
I’d really appreciate the help.
