Custom Installation of Office 2003 - startup task pane problems

I have created a custom MST file for Office 2003 using the Custom
Installation Wizard.

Under the "Change Office User Settings" screen, I have configured the
Startup Task Pane setting under each application under Tools|Options -
View - Show. I selected Apply Changes, and left the check box
unchecked.

However, when I install office using this MST, the task pane still
comes up. This can be disabled under Tools - Options - View, but I
would like it turned off upon installation for all users.

Any ideas?
