Custom menu bar not showing in 2003

I have a database that is in 2000 format. We are using both Access 2000 and
Access 2003 to access the db. There is a custom menu bar that opens on
Startup. The custom menu bar is not showing up for some users using 2003.
How can I make this menu bar appear?
