Custom menu bar with customised help

I wish to create a custom menu bar which has 'Help' as one of its groups.
From this dropdown, I wish to be able to give my users the chance to open the
help file (.hlp) that I have created. This file is to open at the top level
at the Context ID that I have set for that level.

I have tried to create a new menu using Customize etc. I place the new
File/Custom Button on the new menu bar and then place a new menu on this that
points to a macro that sends the F1 key. On this new button I have included
the help file name and its context ID. However, nothing works. Could you
please help?
