Custom Menu URL for Custom List

I have successfully created and applied a custom PWA template and all
users can see all of the customzations except one. I created a new
List called Change Requests in the custom template. Now I want to
create a new Menu and sub-menu that works like the Risk and Issue
menus, e.g. when I click on Change Request it brings up the list of
projects the user has access to so the user can select a project and go
to the default view for Change Requests (e.g. All Change Requests for
that project). I cannot figure out what URL to put in the submenu URL
field. Is this even possible to do? I know the users can get to the
Change Request list by selecting their project and going to the Project
Workspace, but I would rather have the Change Request function work
like Issues and Risks. I apologize in advance if this is a stupid
question! I would really appreciate some help on this!

The Risks and Issues feature in PWA use a custom web part to provide the
additional functionality beyond what is out-of-the-box in SharePoint. You'll
need to develop your own and integrate it to get this to behave the way
issues and risks behave.
