Custom Menus & commands

I have just rebuilt my computer & reinstalled Office2000
I have updated to SP3
When I am customizing my Commands (building my own Toolbars)
under the VBA code window I used to be able to click on the description
button for a command and get a brief description for the selected command
But now immediately after the little description window opens
another window opens called "Help Topics: oftip9.hlp"
I have the office assistant turned off.
How do I prevent this?
