Custom Outline Code Lookup Table Trouble

I am creating a Project Outline code with 2 levels. Both are characters, any
with period as the separator. Somehow I have a level one row with nothing in
it (that I can see) that won't delete nor will it accept edits. I also have
an error that the row does not meet the code mask. Any ideas on how to fix
it?

BTW. This lookup table is shared with other outline codes.

Where are you seeing this error message? In the Customize Fields dialog or
somewhere else? Let us know and we will try to help.
