Custom Page Permission

I have a custom ASP.NET application that will use PDS to create project.
i will integrate it in Project Web access but I want to have it only
available to Administrators.
I add then a sub menu under the "Admin" Menu but now, i want to configure
the security to prevent non administrators to see that page.
I believe I need to customise Project Server to use the permissions called
"User defined" 1 to 3 bbut i could not find any information about defining
this security.
Does anyone know how to do this? I cannot find any information on the
subject and I'm sure it is possible.
