custom startup wizard

I have the A2003 dev. extentions. When I select a secured file for
conversion, decompilation etc. via the Custon Startup Wizard, it says it
cannot open it.
Off course I haven't specified the associated workgroup file, but can't I
run this procedure with a secured database?
