Custom Stencils

I have a .jpg image that I pasted into a Visio Drawing. I wanted to import that file into the Network Stencil but everytime I import it, it becomes a box with an X through it. If I select the image in Visio and copy/paste it in the drawing, it is blank. I haven't been able to figure out how to fix this behavior, it worked just great in Visio 5 but not working with Visio 2002 SP1

HELP Please
